Application rankings cover the 50 states and use unrounded figures. Applications are qualifying EIN filings, not confirmed business openings. Measurement years differ because federal datasets are released on different schedules.
West Virginia has the country’s lowest business-application rate even as filings rise. The Census Bureau recorded 1,645 seasonally adjusted applications in July 2026, equal to 93.1 per 100,000 residents and rank 50. Across the 12 months ending in July, the total rose 18.3%, slightly faster than the 50-state median.
Growth has not erased the low application level
West Virginia recorded 18,327 applications from August 2025 through July 2026, or 1,037.7 per 100,000 residents. The 18.3% increase ranked 22nd nationally and tenth in the South. July itself was 7.0% above July 2025 but 2.3% below June. The state’s population fell 1.4% from the 2020 base to July 2025; even with a smaller resident denominator, the application rate ranked last.
Compared with July 2019, applications were 111.2% higher. The state can therefore rank last on the current rate while recording more than twice the applications of the comparable 2019 month. Growth from a low denominator does not turn the level into a high one.
West Virginia’s high-propensity share and projected formations per 100 applications both ranked near the middle. The measures describe separate features of the application pool and do not establish later success.
Small firms provide a typical share of private jobs
The SBA’s 2025 profile reports 118,045 small businesses using 2022 components: 24,376 small employer firms and 93,669 nonemployer establishments. Small employer firms provided 256,281 jobs, or 47.4% of private employment—almost exactly the 50-state median of 47.5%.
Extractive employment is nine times as concentrated as nationally
West Virginia’s 2023 County Business Patterns data counted 35,839 employer establishments and 551,240 employees. Kanawha County held 74,799 employees, or 13.6%; Monongalia County held 50,567, or 9.2%; and Cabell County held 45,742, or 8.3%. Together, the three accounted for only 31.0%, the sixth-lowest top-three concentration among states.
Health care and social assistance was the largest sector at 139,754 employees, or 25.4% of state private employment. Mining, quarrying, and oil and gas extraction was smaller in jobs, but its state employment share was 9.15 times the 50-state share.
That location quotient measures specialization, not economic output or the cause of new applications. CBP also excludes most crop and animal production and measures jobs at workplaces.
